Prior Service Reduction Order Didn't Reduce Rent

Rent-stabilized tenant complained of a rent overcharge. The DRA found no overcharge and dismissed the complaint. Tenant appealed and lost. Tenant claimed that the DRA failed to consider a DHCR building-wide service reduction order issued before the base date, which should have frozen tenant's rent. But that order didn't direct a rent reduction or rent freeze. It only ordered landlord to restore the service in question. The DRA also had later issued an order establishing that landlord had restored the building-wide service. There was no overcharge.
