New Window Frames Didn't Reduce Normal Light in Apartment

Tenant complained of a reduction in services. He claimed that new windows installed by landlord reduced natural light entering the apartment. The DRA ruled against tenant. Tenant appealed and lost. The DHCR's inspector measured the windowpanes and the room dimensions in tenant's apartment. The DHCR then calculated the minimum natural light requirements stated in the New York City Housing Maintenance Code. Tenant still got adequate natural light under the Code. So no rent reduction was warranted.
