Power Washing, Sanding, Caulking of Walks Don't Qualify

Landlord applied for MCI rent hikes based on a number of improvements. The DRA ruled for landlord in part, but disallowed any increase for power washing to exterior building walls; scraping and sanding of loose paint from the wood, fire escape, and stucco surfaces; and caulking and cementing of any gaps and nail holes. Landlord appealed and lost. The work done didn't involve replacement of stucco and so couldn't be deemed resurfacing of exterior walls. The work didn't otherwise qualify as MCIs.
