Skylights Don't Qualify as MCI

Landlord applied for MCI rent hikes based on roof skylights. The DRA ruled against landlord, finding that this item wasn't an MCI. Landlord appealed and lost. Landlord pointed out that the two replaced skylights were at least 75 years old. But it is long-standing DHCR policy that skylight replacement without simultaneous roof replacement doesn't qualify as an MCI.
