Landlord applied for MCI rent hikes based on pointing and waterproofing. The DRA ruled for landlord. Tenants appealed, claiming that the pointing wasn't done on a complex-wide basis. The DHCR ruled for tenants and revoked the MCI rent hikes. Landlord did pointing work on only 20 of the 31 buildings in the complex. And landlord's application didn't explain why no pointing work was considered necessary on the other nine buildings.
