Pointing Not Done Building Wide

Landlord applied for MCI rent hikes based on pointing. The DRA ruled against landlord. Landlord appealed and lost. The pointing work was done only to certain very small areas of the building facade. It wasn't done on a building-wide basis and, so didn't qualify as an MCI.
