Plumber's Bill Doesn't Include Charges for Other Apartments

Tenant complained of a rent overcharge. He claimed that he paid $1,000 per month more than prior rent-stabilized tenant when he moved into the apartment, due to landlord's supposed renovations. The DRA ruled for tenant, finding some overcharge but permitting a rent increase for most of the improvements made by landlord. Tenant appealed. He claimed, among other things, that the plumbing bill submitted by landlord contained charges for work done in other apartments. The DHCR ruled against tenant.

He claimed, among other things, that the plumbing bill submitted by landlord contained charges for work done in other apartments. The DHCR ruled against tenant. While the bill raised some questions, there was no obvious duplication or contradiction, and landlord did, in fact, install a new sink, toilet bowl, and bathtub faucets, as stated in the bill. And the amount of the bill was reasonable.
