Partial Replacement of Heating System Doesn't Qualify

Landlord applied for MCI rent hikes based on boiler work. The DRA ruled against landlord. Landlord appealed and lost. Landlord installed a new cylinder section and combustion chamber. But this was only a partial repair of the boilers and containing structure. The old boiler remained in operation. This didn't qualify as an MCI.
