Order Doesn't Apply for Months When Court-Ordered Rent Abatement Was in Effect

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced his rent. Landlord appealed, claiming that tenant had already received a rent abatement in court for the same condition. The DHCR ruled for landlord in part. The court order covered only some of the months covered by the DHCR order. So there would be no rent reduction for those months in which tenant already received a rent abatement from the court.
