Only Minor Rust Spots Remained

Tenants complained of a reduction in services. The DRA ruled for tenants and reduced their rents. Landlord later applied for rent restoration based on restoration of services. The DRA ruled for landlord. Tenants appealed, claiming that peeling paint and rust continued to exist on the building's fire escape. They said that landlord simply painted over the defective corrosion. The DHCR ruled against tenants. An inspection showed that all fire escapes had been painted and that there was no peeling paint. The inspector noted that minor rust spots remained, but this was minor, and the DRA properly restored the rents.
