Occupant Can't Sign Overcharge Complaint

Apartment occupant complained of a rent overcharge. Landlord claimed that she wasn't tenant and had no standing to file the complaint. The DRA ruled for landlord and dismissed the complaint. Occupant appealed, claiming that she was co-tenant and had signed the lease. The DHCR ruled against occupant. Landlord claimed that occupant signed tenant's copy of the lease after landlord signed the lease and returned it to tenant. Landlord showed that only one tenant's name was on the lease. The annual rent registration also named only one tenant.
