Former Tenant Can't File DHCR Service Reduction Complaint

Rent-stabilized tenant complained to the DHCR of a reduction in services in her apartment after she moved out. The DRA ruled against tenant, who appealed and lost. A tenant who is no longer in occupancy doesn’t have standing to file a complaint based on a reduction in required services.
