Notice Didn't Describe Violating Conditions

The notice stated that landlord didn't provide access to the building's machine room and to the overhead and deflector sheave. Landlord objected to the notice, saying that the notice didn't describe why the inspector couldn't gain access. The ALJ ruled for landlord and DOB appealed. ECB ruled against DOB.
