Not Enough Apartments Were Inspected

Tenants complained about a lack of heat and hot water. After an inspection in September 1991, the DRA ruled against tenants. Tenants appealed, claiming there were many continuing problems with hot water temperature, water quality, water pressure, and heat. They also claimed they got no prior notice of the inspection and that only two apartments were inspected. The DHCR reopened the case, at least in part. No prior notice to tenants of the inspection was required. Six apartments were inspected. But over 60 tenants signed the complaint.

Also, no apartments were inspected in two of the six apartment lines. The DHCR sent the case back (four years later) for further investigation of the complaints of those tenants whose apartments weren't inspected.
