Nontenant Can't Seek Lease Renewal

Apartment occupant complained that landlord refused to give her a rent-stabilized lease. She also complained of a rent overcharge. She claimed that she had lived in the apartment for 10 years and had paid rent under her own name. The DRA ruled against occupant since she wasn't the tenant. Occupant appealed and lost. She claimed that tenant had moved out some time ago and was paying the rent by money orders. She also claimed that she had signed tenant's name to recent renewal leases.
