No Smoke Fumes Found in Apartment

The DRA ruled against tenant, who appealed and lost. Landlord made apartment repairs in response to tenant's complaint. The DHCR also inspected the apartment and found no smoke fumes or bad odor conditions. Tenant didn't grant access for a follow-up inspection.
