Tenant Complained of Acrid Fumes

Tenant complained of a reduction in services. The DRA ruled for tenant based on a finding of acrid fumes permeating the apartment and minor space gaps between mouldings and floors throughout the apartment. The DRA ordered landlord to correct these conditions. Tenant didn't get a rent cut because she didn't request one. Landlord appealed. Tenant had complained of irritating fumes and drafts from the separated mouldings. There was no indication in the inspection report as to what caused the fumes and no finding that they were toxic.
