No Rent Restoration Where Landlord Didn't Sign Application

The DRA ruled against landlord because an officer or principal of landlord's corporation didn't sign the application. Landlord appealed and lost. Without a signature, there was no affirmation that the services had been restored. This is required before the DHCR can grant a rent restoration application.
