No Rent Restoration Where Landlord Didn't Sign Application

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced his rent. Landlord later applied for rent restoration based on the restoration of service. The DRA ruled against landlord because an officer or principal of landlord's corporation didn't sign the application. Landlord appealed and lost. Without a signature, there was no affirmation that the services had been restored. This is required before the DHCR can grant a rent restoration application.
