Tenant Didn't Sign Complaint

Tenant filed an objection to landlord's 1984 initial rent registration, claiming that the first stabilized rent was in excess of the fair market rent. The DRA ruled against tenant and dismissed the complaint because tenant hadn't signed, affirmed or dated the complaint form. Tenant appealed, claiming that signing the PAR form made up for not signing the original complaint. The DHCR ruled against tenant. The DRA had sent tenant a notice in 1986, two years after tenant filed his complaint, advising him that the complaint must be signed and giving him the opportunity to do so.
