No Rent Reduction For Temporary Replacement of Exit Signs

Tenants complained of a reduction in building-wide services based on various conditions. The DRA ruled for tenants and reduced their rents. Tenants appealed, claiming that there were additional conditions ignored by the DRA that warranted rent reduction. The DHCR ruled against tenants. Among other things, tenants complained that landlord’s placement of red light bulbs on the 19th floor in place of exit signs during hallway renovations was a service reduction. But this was a temporary measure, and no DOB fire safety violation had been issued for this.
