No Proof that Tenant Consent Was Coerced

Tenant complained of a reduction in services. The DRA ruled for tenant based on six items and reduced her rent. Landlord filed a rent restoration application based on correction of vermin problems. Tenant consented in writing to the rent restoration, but later objected. The DRA ruled against landlord, and landlord appealed. The DHCR sent the case back to the DRA for further review. There was no proof concerning whether tenant's consent to the rent restoration was coerced. The DRA must reexamine this issue.
