Landlord Claims Tenant Signed Consent Form

Tenant complained of reduced services. The DRA ruled for tenant and reduced his rent. Landlord later applied for restoration of rent. The DHCR ruled against landlord. Landlord appealed, claiming that the DHCR should have given landlord notice of a second inspection of the apartment. Landlord claimed also that tenant signed a consent form agreeing to the rent restoration. The DHCR sent the case back for further consideration. The DRA had believed that tenant's consent wasn't voluntary, but this hadn't been properly investigated.
