No Proof New Roof Leaks

Landlord applied for MCI rent hikes based on the installation of a new roof and roof insulation. The DRA ruled for landlord. Tenant appealed, claiming that water leaked from the roof. The DHCR ruled against tenant. Tenant admitted that landlord had repaired interior water leak stains in the hallway near the stairway. Tenant didn't live on the top floor of the building. And tenant admitted that until there was a heavy rain, she could not tell if an area still leaked. This indicated that there had been no recent roof leaks.
