No Proof of Leak After Roof/Facade Installation

The DRA granted landlord's MCI rent increase application based on roof/facade restoration. Tenant appealed and lost. Tenant claimed that there was a water leak from the roof and water damage in his apartment. Landlord responded to tenant's complaint while the MCI application was pending by inspecting and preparing to plaster and paint water-damaged areas. Tenant signed a work order for repair work but never gave landlord access to make the repairs. Landlord later inspected for leaks with a moisture meter and found that tenant's walls and ceiling were dry.
