She said that landlord refused to change the exterminator's visiting hours. The DRA ruled against tenant and dismissed her complaint. Tenant appealed, claiming that the DRA should have ordered an inspection to confirm whether extermination service was provided and whether there were vermin in her apartment. The DHCR ruled against tenant.

The DHCR ruled against tenant. Tenant admitted in her complaint that extermination service was provided. And tenant didn't claim that there were vermin in her apartment. There was no reason for the DRA to order an inspection.
