Landlord appealed, claiming that tenant had refused access and that a second inspection should have been conducted by the DRA. The DHCR ruled against landlord. Landlord never responded to either of two DRA notices concerning an agreed-upon repair date with tenant. So the DRA wasn't required to schedule another inspection.
