No Increase for Boiler, Entrance Doors, or Electrical Upgrading

Landlord applied for MCI rent hikes based on installations of a new boiler, new entrance doors, and electrical upgrading. The DRA ruled against landlord, denying any rent increase. Landlord appealed and lost. Landlord's electrical upgrading didn't include installation of feeders and risers. Landlord didn't submit a DOB sign-off for the new boiler. The only proof of payment for the boiler was a friend's notarized letter, stating that he lent landlord the money to pay for it, along with a cancelled check showing payment to the friend.
