Landlord applied for MCI rent increases based on the installation of a new roof. The DRA ruled for landlord, and tenants appealed. Tenants claimed that the building consisted of two towers and that any rent increase must be calculated on the total number of apartments in the building. The DHCR ruled against tenants. The property consisted of two separate buildings connected by a one-story interior archway. The new roof was installed on one building only.
