Landlord applied for MCI rent hikes based on a number of improvements. The DRA ruled for landlord, and tenants appealed. Among other things, tenants claimed that landlord should get no rent increase for the replacement of two apartment roof terraces. The DHCR ruled for tenants and revoked that portion of the MCI hike. The work was done on the terrace roofs of two apartments in a building with 696 apartments. This work didn't qualify as an MCI because it wasn't performed on a building-wide basis to all similar components.
