New Landlord Can't Release Building from 7A Administration

When the present 7A administrator became ill, HPD asked the court to appoint a new one. New landlord asked the court to discharge the building from 7A administration so it could make the necessary repairs itself. The court refused. Landlord didn't demonstrate an ability to promptly fix the building and correct the 311 violations on record. Also, landlord didn't offer to post a bond guaranteeing that it would complete the repairs.
