New Intercom System Wasn't Defective

Landlord applied for MCI rent hikes based on the installation of a new intercom system. The DHCR ruled for landlord, except that it exempted three tenants from the rent increase because of defective intercom installation in their apartments. Landlord appealed, claiming that these intercoms weren't actually broken. Tenants only complained that they had problems operating them. The DHCR ruled for landlord. Landlord submitted letters from its intercom repair company, which found all the intercoms to be working when it came to make repairs.
