Landlord applied for MCI rent hikes based on new gas service. The DRA ruled against landlord, finding that the work wasn't done on a building-wide basis. Landlord appealed and won. Landlord showed that new gas lines were connected to all apartments in the building. Landlord submitted sworn statements from its contractor and architect stating that the gas installation included replacement of the main line from the Con Edison line to the meter panel and a new gas connection with a shutoff valve in each apartment.
