The DRA granted landlord's application for the windows, but ruled that the lintel and masonry repairs didn't qualify because they weren't done building-wide. Landlord appealed, arguing that the repairs were a necessary prerequisite to the window replacement. Landlord loses. The masonry work wasn't done building-wide, so it can't qualify as an MCI.
