Landlord applied for MCI rent hikes based on the installation of new entrance doors, along with handicap ramps. The DRA ruled against landlord, and landlord appealed. The DHCR ruled for landlord in part. Landlord's installation of new wrought iron building entrance doors qualified as an MCI. But the handicap ramps didn't qualify because they weren't installed to comply with any law. There were no handicapped tenants in the building at the time the landlord installed the handicap ramps.
