Missing Tiles Was New Condition

Tenant complained of a reduction in services. The DRA ruled for tenant and reduced his rent. Landlord appealed. Tenant had complained that ''bathroom tiles need to be redone.'' Landlord showed that it removed and replaced an entire tiled wall and four rows of old tile. Any claim by tenant that there were still missing tiles was a new complaint and shouldn't have barred a finding that landlord restored the services complained about.
