Mismatched Hallway Tiles Were Minor Condition

Rent-stabilized tenants complained of a reduction in building-wide services. The DRA ruled for tenants and reduced their rents based on a finding that landlord failed to maintain the sixth-floor elevator door frame. Tenants appealed and lost. Tenants claimed that there were other conditions they complained about that warranted rent reductions. But DHCR inspection found that janitorial services were maintained. And other conditions, including missing, broken, and loose cable wires and casing, and mismatched tiles outside one apartment, were nonhazardous and minor.
