MCI Increase Granted for New Roof and Facade Work, including Parapet Replacements

Landlord applied for MCI rent hikes based on installation of a new roof as well as building facade restoration, pointing, and waterproofing. The DRA ruled for landlord. Tenants appealed and lost. Tenants incorrectly argued that they shouldn't have to pay for work that was "emergency" repairs resulting from prior landlord's neglect. But, if true, this didn't bar MCI rent hikes because the work qualified as MCIs. The parapet replacements included in the approved MCI were necessary work related to and done in connection with the qualifying roof installation.
