Loose Cardboard Not Tied for Recycling

DOS issued a violation notice to landlord for not properly tying up cardboard left out for recycling. Landlord claimed that someone else left the scattered cardboard in front of landlord's building. The ALJ ruled against landlord and fined him $25. Landlord appealed and lost. Landlord didn't prove that the loose cardboard came from another source, and landlord was responsible for securely tying any cardboard left out for recycling collection.
