Loose Cardboard Boxes on Sidewalk

DOS issued a violation notice to landlord for loose rubbish. The notice stated that there were several cardboard boxes placed on the sidewalk; they weren't broken down or secured. The ALJ fined landlord $50, and she appealed. Landlord claimed that shortly before the time of inspection she was at the building and that there were no boxes on the sidewalk. She said the super cleaned the sidewalk four times a day. ECB ruled against landlord. Landlord submitted no proof to back up her claim. Someone from the building had apparently put the boxes out.
