Landlord's Sweeping Efforts Not Enough

Landlord argued that the area was swept four times a day, and that he didn't have enough manpower to sweep more often. The ECB upheld the fine. Landlord was fined for not keeping the gutter clean. It doesn't matter how frequently the area is swept. Landlord must keep the area cleaneven if he doesn't have enough workers to do the job.
