Landlord's Room Count Was Accurate

Landlord applied for MCI rent hikes based on the installation of new windows. The DRA ruled for landlord. Tenants appealed, claiming that the room count on landlord's application was wrong. They said the number of rooms was 184, not 195. The DHCR ruled against tenants. Tenants didn't raise this issue before the DRA. Tenants claimed that all apartments in the same line should be considered to have the same number of rooms. But there can be differences in room counts, even in the same line, and tenants submitted no proof that the room counts were the same for the apartments in question.
