Landlord Who Threatened Tenant Fined $10,000 for Harassment

Tenant sued landlord in an HP proceeding and claimed harassment. The court ruled for tenant after hearing credible testimony that landlord came to her right after she called 311 to report lack of heat. Landlord told tenant, in the presence of tenant's daughter, that he would break her legs and her daughter's legs and would call the "mob" and they would never find her. Landlord frightened tenant when he spoke with her since he jumped and yelled and looked like he wanted to strike her.
