Landlord Wants to Reduce Lobby Area

Landlord asked the DRA for permission to reduce lobby space in a rent-stabilized building by an area of 7'6'' by 11'1'' to renovate a first-floor apartment. The DRA ruled for landlord on the condition that every tenant's rent be reduced permanently by $15 per month. Landlord appealed, claiming that the space reduction was minor and that no rent reduction was warranted. The DHCR ruled against landlord. As tenants pointed out, the lobby was reduced to a hallway. Previously, there was lobby furniture, a window, and room to meet guests.
