Landlord Submitted Contract for Work Done

Tenant complained of a rent overcharge. The DRA ruled for tenant. Tenant appealed, claiming that there was a greater overcharge. He said that landlord didn't prove it made improvements costing $40,000 and that some of the improvements claimed were actually repairs. The DHCR ruled against tenant. Landlord submitted a detailed contract for the work to be done. The contract reflected a cash deposit of $4,500. Landlord also provided a sworn statement from its contractor stating that he had received the initial cash payment and later installment payments.
