Landlord Repaired Cracked Window Pane

The DRA reduced tenants' rents because landlord didn't maintain certain building-wide services. Landlord later filed an application to restore rents, claiming that repairs had been made. The DRA ruled for landlord only in part, finding that one glass pane in the right window of the lobby was cracked. Landlord appealed, claiming that if there was a cracked pane when the inspection was done, it was a different one than had been complained about. Landlord submitted proof that it had already paid for replacement of a window pane in the lobby.
