Landlord Removed Kitchen Broom Closet

The DRA reduced tenant's rent based on a reduction in services in tenant's apartment. Landlord later applied for rent restoration based on the restoration of services. The DRA ruled for landlord, and tenant appealed. Among other conditions, tenant's rent was reduced because landlord had removed a broom closet from her kitchen. Tenant claimed that it wasn't restored. The DHCR ruled for tenant. Photographs taken by the DHCR's inspector confirmed that landlord hadn't restored the broom closet.
