Landlord Removed Foyer Doors

Hempstead, Long Island, tenants complained of reduced services. Landlord had removed the building's foyer doors. Landlord claimed that services weren't reduced because the door removal didn't compromise tenants' use of the building or their security. The DRA ruled for tenants, and reduced the rent. Landlord appealed, and the DHCR upheld the DRA's ruling. Foyer doors are essential building-wide services that affect tenants' use of the building. And, since they were in place on the base date, they are a required service.
