Landlord Rehabilitated Building with Government Loan

Landlord applied for rent increases for rent-controlled tenants based on increased maintenance and operation costs and debt. HPD certified that the rent increases were necessary for continued financial survival of the building, which had been rehabilitated with a loan under the Private Housing Finance Law. The DRA granted landlord's application, and tenants appealed. They claimed that they were senior citizens, who couldn't afford the rent increases. The DHCR ruled against tenants. Landlord was entitled to the rent increases by law.
