Landlord Proved Proper Recycling Routine Followed

DOS issued a violation notice to landlord for not separating recyclable trash into blue garbage bags. Landlord claimed that he properly bagged the recyclables every week before collection. The ALJ ruled against landlord. Landlord appealed and won. The DOS inspector didn't dispute landlord's statements at the hearing but only said that landlord had put regular trash in transparent blue trash bags.
