Landlord Proved Debris Wasn't in Front of Her Building

DOS issued a violation notice to landlord for having a dirty sidewalk. Landlord claimed that the debris noted in the violation was actually in front of an abandoned garage next door and submitted photographs showing the conditions. The ALJ ruled against landlord and fined her $50. Landlord appealed. ECB found landlord's claim believable and revoked the fine.
